UPDATE 2: Solved! Sadly the issue was Beowulf's Tweaks. Without it, I get them randomly outside I guess? The plot thickens. So with Dawn of Skyrim, I get guaranteed fireballs in every town/city. UPDATE: I was running around doing more testing and two fireballs happened outside of Whiterun without Dawn of Skyrim installed.

Has anyone heard of this happening or have an idea about how to fix it? I love this mod and wish I could use it but I have no idea what it's conflicting with. I looked this up and found absolutely zero information about other people having this issue with Dawn of Skyrim. This is a fresh install, my mod list is as follows: This happens in every city and town, including all those that Dawn of Skyrim doesn't touch. This issue disappears when I remove Dawn of Skyrim. Many NPCs are killed immediately and everything havoks all over the place.
